Panel Discussion on UN Early Warning and Responses to Mass Atrocities, New York, Tuesday 23 March 2010

The Global Centre for the Responsibility to Protect and the International Coalition for the Responsibility to Protect are convening a panel of former and current senior UN officials to reflect on UN early warnings and responses to mass atrocities. The discussion will explore how effectively the UN Secretariat has responded to the threat of such atrocities, the good practices and lingering gaps in decision-making, and the role of the UN Secretariat in supporting UN Member States to act.

Speakers include:

  • Jean-Marie Guéhenno, Former Under-Secretary-General for Peacekeeping Operations
  • Bertram G. Ramcharan, Former UN High Commissioner for Human Rights (ad interim)
  • Edward Mortimer, Former Director of Communications in the Executive Office of the United Nations Secretary-General
  • Edward C. Luck, Special Advisor with a focus on the Responsibility to Protect, will serve as Discussant
  • Professor Thomas G. Weiss, Presidential Professor and Director Ralph Bunche Institute, Graduate Center, CUNY, will chair the panel.
