Panel Discussion on “Rule of Law in post-conflict and fragile settings” in New York, 8 June 2010

The Rule of Law Unit is organising a panel discussion on “Rule of law in post-conflict and fragile settings” as part of a dialogue with Member States on rule of law at the international level.

 

The event will take place on Tuesday, 8 June, from 14:00-16:30 at UN Headquarters in Conference Room 6, Temporary North Lawn Building .

 

Panelists include Mr. Paul Denis, Minister of Justice and Public Safety, Haiti (TBC); Dr. Ali Kashan, Minister of Justice, Palestinian Authority; Professor Emmanuel Luzolo Bambi Lessa, Minister of Justice and Human Rights, Democratic Republic of Congo; and Mr. Laurent Ngon Baba, Minister of Justice and Attorney General, Central African Republic .

 

The discussion will be chaired by Mr. Jan Grauls, Ambassador and Permanent Representative of Belgium to the United Nations.

 

The Deputy Secretary-General of the United Nations, Dr. Asha-Rose Migiro, will give closing remarks.

 

The following key issues will be examined, followed by a facilitated discussion including questions and answers:

 

·         What are the national strategies and priorities to address the main challenges to the rule of law in your national setting?

 

·         In what ways has attention of the Security Council, Peacebuilding Commission or other body helped in your efforts to strengthen the rule of law?

 

·         What are the lessons learned and good practices from UN and international community support to addressing your priorities, and enhancing political will and ownership of initiatives?

 

·         How has rule of law assistance tackled issues related to traditional or informal/non-state justice and security systems, where relevant?

 

·         What progress has been made in strengthening access to justice and security for the most vulnerable populations and combat impunity of the most serious crimes, including gender-based violence?

 

·         Are there practical steps that donors, the UN system and other partners have taken or should take to enhance coordination and coherence of international support to national authorities in this area?

 

·         What more should be done by the UN and the international community to support your efforts in the rule of law field?
